Consortium members will conduct a planning meeting to review literature and products of effective orientation and travel interventions that are embedded in best practices for students who are deaf-blind and have multiple disabilities.

Consortium members will collect pertinent demographic information using the preliminary information protocols with 1-2 identified teams using a case study approach.

Consortium members will determine what resource information needs to be adapted, modified, or utilized in order to develop quality indicators that pilot teams will apply in deciding appropriate orientation and travel skills for their students.

Consortium members will meet to develop a draft of quality indicators for contextual travel skills and a decision-making model using interactive media to pilot with their case studies.

Consortium members will provide training to pilot teams according to the training plan, technical assistance in determining travel and orientation skills to use in contextual environments based on team members' decisions, and instruction using an interactive media package that will enhance team decision-making

Consortium members will provide technical assistance on an ongoing basis to assist team members in implementing the CATS Model.

Consortium members will collect pre, probe, and post data using the CATS Model to monitor student and team progress and make adjustments as necessary.

Consortium members will participate in at least 2-3 teleconferences to report progress, problem-solve barriers, and make adjustments in implementing the CATS Model if necessary

Consortium members will prepare qualitative summaries of their case studies regarding the effectiveness of the CATS Model in increasing their case studies' travel and orientation skills within contextual environments.

Consortium members will meet to report on their case studies' progress, determine successes and challenges, problem-solve barriers, and plan for replication of the CATS Model to 2-3 additional sites with guidance from the evaluation specialist
